yes, not easy to understand but it sounds like they have built a system of agents that monitors your outbound connection to prevent smart devices to connect to untrusted endpoints on the internet.
Sounds like it could have been solved by creating a vlan for the smart devices with no internet access (or no internet except for white listed addresses)
