Surely MacGuyver did this with a speedboat, shoelace, and some dynamite 40 years ago!
Its like a torpedo or missile just slower and visible.
Longer range (1000 miles) than a torpedo (50 miles). Much less visible than a cruise missile, the water hides it better than open air.
