If the actual goal were to kill civilians, that could be accomplished with deliberately sloppy airstrikes on deliberately uncertain targets, with negligence serving as a smokescreen. You could assuredly carry out a campaign of genocide or terror using overly aggressive airstrikes on uncertain targets.
